The Flow of Debate:
The standard flow of debate in Model United Nations follows five sequential phases:
- Roll Call: The Chair calls on member states to establish quorum and record voting status.
- Setting the Agenda & Opening the General Speakers List (GSL): Delegates establish which topic to discuss and set individual speaking limits.
- Formal & Informal Debate: Committee alternates between the default GSL, structured Moderated Caucuses (focused short speeches), and unstructured Unmoderated Caucuses (freeform bloc building and drafting).
- Introducing Working Papers & Draft Resolutions: Blocs submit documents for formatting review, formal introduction, and amendment debate.
- Voting Procedure: Debate is formally closed, doors are secured, and the committee votes on amendments and final draft resolutions.
