The Distinction:
During opening Roll Call, each member state declares their attendance status:
- "Present": The delegate is recognized in the room and retains the right to Abstain on substantive matters (resolutions).
- "Present and Voting": The delegate declares an active stake in the agenda and forfeits the right to abstain on substantive matters—they must vote strictly "Yes" or "No."
Calculating Majorities:
